Education Rights of Homeless Children and Youth

Crispus Attucks Charter School recognizes its obligation to ensure that homeless youth have access to the same educational programs and services provided to other students. The school homeless liaison along with school staff shall identify homeless youth, encourage their enrollment, and eliminate existing barriers to their attendance and education, in compliance with federal and state law and regulations. Policies, procedures and administrative regulations that create barriers for enrollment, attendance, transportation and success in school for homeless youth, may be waived.

Homeless youth are defined as individuals lacking a fixed, regular and adequate nighttime residence, which includes the following conditions: sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason; living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative adequate accommodations; living in emergency or transitional shelters; or are abandoned in hospitals; having a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings; living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings; migratory children; and unaccompanied homeless youth.

Students and families are encouraged to contact the school homeless liaison (Assistant CEO – 717-848-3610, ext. 273) to discuss their situation. Refer to board policy 251 for additional information.
